There are 2 ways:

The first one:

you have to set  an USA proxy like - 
IP Address: 165.193.102.220 Port: 80 Or
IP Address: 96.233.200.2 Port: 8080 Or
IP Address: 199.222.14.81 Port: 80 Or
IP Address: 205.213.195.70 Port: 8080

NOW 

1^^}You have to go to stardoll and to log in
2^^}Then join the Monte Carlo_us club:
http://www.stardoll.com/en/clubs/home.php?id=2847846
Done! you have now just to wait till the club will reach the next goal:20.000 members

The second one:{You can use this if you don't know how to set a Manual Proxy}

^ღ^But,if you don't live in USA to join,follow these steps:
1^^}Try myproxy.ca web proxy server{it works better on Mozilla Firefox}
(Be sure to Close the ads, I warn you there will be many, but proxy is working, I just tried) 
2^^}now copy and paste club's link in the blank box{proxy's URL}:
http://www.stardoll.com/en/clubs/home.php?id=2847846
3^^}well...hit ENTER or Click on "Click here to start browsing" button
4^^}Log in on stardoll and click JOIN the club;

5^^}Wait till page loads,then leave the proxy, & go to stardoll as usual 
 you should get these items when the club will have more members [;
